Staff

Prosecutor Bailey is proud to serve the Hardin County Community and is thankful for the opportunity to serve a second elected term. Mr. Bailey was born in Kenton, Ohio. He graduated from Kenton Senior High School and then went on to attend The Ohio State University. After college, Mr. Bailey came home to Hardin County to attend law school at Ohio Northern University. He graduated from ONU in 1978 and has been practicing law since 1979.

From 1979 to 1989 Mr. Bailey served as an assistant prosecutor and assistant city law director. Mr. Bailey also served as the attorney for the Child Support Enforcement Agency and the now defunct County Court from 1979 to 1983. Until Mr. Bailey was elected to office in late 2004, he had engaged for 25 years in a successful private practice that gave him experience in a number of areas, including civil law, domestic relations and criminal defense work. During this time, he was also the solicitor for multiple villages throughout Hardin County.

Mr. Bailey is active in many Hardin County organizations and activities. He is proud to serve the community as its elected Prosecuting Attorney and seeks to improve the quality of life in our county.

Siobhonne K. Ward, Assistant Prosecutor

Ms. Ward is a Hardin County native who attended The Ohio State University before attending law school at Ohio Northern University. She graduated from ONU in 2005 and received her license to practice law that fall. Prior to becoming a full-time assistant, Ms. Ward split her time with this office and a private firm where she engaged in matters of a civil nature in law.

Linda S. Hinton, Assistant Prosecutor

Ms. Hinton is a Hardin County native who attended Ohio Northern University for both undergraduate study and law school. Ms. Hinton has been practicing law since 2003. She joined the prosecutor’s office in the fall of 2016 and is primarily responsible for all matters in juvenile court, including representing the Hardin County Department of Job and Family Services in Abuse, Neglect, and/or Dependency actions.

McKenzie J. Klingler, Assistant Prosecutor

Ms. Klingler is a graduate of Trine University and attended law school at Ohio Northern University. She graduated from ONU in 2018 and has been practicing law since that fall. Ms. Klingler spent her last year in law school as a law clerk with the prosecutor’s office and became a full-time assistant after passing the bar.

Morgan S. Fish, Assistant Prosecutor

Mr. Fish is a graduate of Ohio State University and attended law school at Ohio Northern University. He graduated Magna Cum Laude from Ohio Northern in 2023 and received his license to practice law that same fall. Prior to assuming the role of Assistant Prosecutor, Mr. Fish worked as a law clerk in the office beginning the spring semester of his first year of law school.

Ben Miller, Investigator

Mr. Miller serves as an Investigator for the Prosecutor’s Office. Mr. Miller was employed through the Multi-County Correctional Center for 10 years as a Correctional Officer and Supervisor. He was also employed through the Marion County Adult Probation Department as a Court Investigator and Probation Officer. In his role as an Investigator, Mr. Miller will serve as a liaison between the Prosecutor’s Office and Law Enforcement

Ashley Knippen, Investigator

Ms. Knippen serves as an Investigator for the Prosecutor’s Office. Previously, Ms. Knippen was employed through the Lima Police Department for 3 years as a police officer. She is a graduate of Bluffton University and the Ohio State Highway Patrol Training Academy. While at Bluffton University, Ms. Knippen obtained a Bachelor’s Degree with majors in social work and criminal justice and minored in sociology. In her role as an Investigator, Ms. Knippen will serve as a liaison between the Prosecutor’s Office and Law Enforcement.

Tracy Wright, Victim Advocate

Mr. Wright joined the Prosecutor’s Office in November 2021. He brings with him, just over 35 years’ experience in Child Welfare and Adolescent Mental health. Prior to beginning work with the Prosecutor’s Office, Mr. Wright spent 27 years at Hardin County Job and Family Services where he dealt with abuse, neglect, and dependency cases. In his role as Victim Advocate, Mr. Wright will serve as a liaison to the victim(s) in cases being prosecuted by the County Prosecutor and his team of assistants. His duties include: providing information and notification of court proceedings, facilitates communication with prosecutors, and offers advocacy, support and referrals to victims to reduce the stress, fear, alienation, and confusion victims sometimes experience as they navigate through the criminal justice system.
Katey L. Henson, Office Manager & Civil Paralegal

Mrs. Henson is a Hardin County native who joined the Prosecutor’s Office in July 2019. She previously worked as a paralegal at a private law firm before coming to the Prosecutor’s Office. She attended Rhodes State College and majored in Paralegal/Legal Assisting. In her role as civil paralegal, Katey serves as a liason between the Prosecutor and the numerous county offices and townships the Prosecutor is the statutory legal counsel for. She performs numerous tasks which include but are not limited to contract reviews, legal research and writing, document drafting, policy interpretation. Katey also manages the budget for the office, completes payroll, and deals with personnel issues as Office Manager.

Tax Installment Prepay Plan

The Tax Installment Prepay (TIP) Plan divides the Annual Real Estate Taxes in 12 portions. Taxpayers receive a coupon book with ten (10) coupons, enough for the entire year. The taxpayer makes five (5) installments per half and then the final bill shows the Half Tax less all prepayments and the balance due. There is no penalty if one of the payments is late or missed as long as the total Half Tax in paid in full prior to the closing date for that half.

To be eligible for this TIP Plan a taxpayer needs to have their taxes paid for the current Tax Year.

The key job responsibility is to determine the manner and cause of deaths, often by performing autopsies. During autopsies, coroners inspect the body of a deceased person to identify marks or other empirical evidence that indicates how he or she died. Other specific job duties include visiting death scenes, identifying human remains, supervising the transportation of corpses, operating crime scene equipment, completing death certificates and notifying next of kin.

The office of the Hardin County Prosecutor has a Victim Assistance Program to assist victims of crime throughout their dealings with the criminal justice system.

Victims of crime can be left feeling alone, afraid, frustrated, angry and violated. The victim’s advocate is here to help you and we will make every effort to ensure victims receive timely notification of scheduled changes that involve their case.

The Victim Assistance Program is currently funded 100% by the SVAA (State victim Assistance) Grant through the Ohio attorney Generals Office. A new grant is written each year to keep the program in operation.

The goal of the maintenance department is “To preserve and maintain the facilities that belong to all residents of Hardin County in an economic manner and to ensure that these public buildings remain for many years to come.

As an employee of the commissioners, supervisor Richard Lawson is charged with this task. The Courthouse, Courthouse Annex, Title Building and Safety Center are the main responsibility of this department. At times our services are rendered at the Transfer Station, Dog Pound and Lifeworks.

Duties include but are not limited to assisting office staff, scheduling and oversee service contractors, general repairs, minor construction, grounds care, etc. The maintenance staff is also responsible for decorating the courthouse for the Christmas season.

Unclaimed Funds

Unclaimed funds are funds that have left the possession of its rightful owner without having directly entered into the possession of another person. Examples of these funds are utility deposits, inheritance bequests, forgotten bank accounts, insurance claims, etc. If you believe you are entitled to such funds, please go to the State of Ohio Unclaimed Funds to collect them.
